Understanding the 8th Pay Commission: Fitment Factor, DA Merger & Rules
How the Fitment Factor Works
The fitment factor is the uniform multiplier used to transition basic pay from one pay commission to the next. In the 7th CPC, a fitment factor of 2.57 was implemented. For the 8th CPC, employee unions have advocated for fitment factors ranging between 2.28 and 2.86 to ensure real wage growth above inflation.
Dearness Allowance (DA) Absorption
Under central government rules, when Dearness Allowance crosses 50%, HRA rates automatically elevate to 30% (X), 20% (Y), and 10% (Z). Upon constitution of the 8th Pay Commission, current DA (53%+) is permanently subsumed into revised basic pay, resetting the new DA calculation baseline.
